How could highways support human-scale transit?

Designing for a transportation system that accounts for the needs of Old Town Pasadena, which include massive freeway traffic, parking congestion and pedestrian traffic with historically poor transit use, the highway median is ground zero for a multimodal transit hub, rooftop park and freeway-accessible parking. This intervention mitigates traffic volume enough to close the main thoroughfare to car traffic.
